Mill Test Certificates (MTC) for Stainless Steel: Jindal-Melted Material, Fully Traceable
The mill test certificate stainless steel buyers rely on, MTC for short, is the mill-issued document that ties one specific heat, or cast lot, of steel to its certified chemical composition, mechanical properties, dimensions and standard conformance. Put simply, it's the paper trail proving the sheet in your hand is the grade you ordered.
Every certificate we supply covers genuine Jindal Stainless material. You can trace it straight from the heat number on the document to the marking stamped into the metal. We work as a stainless steel mill test certificate supplier, shipping genuine JSL-melted flat products with an MTC attached, and we're happy to share a sample copy against your indent. Send your requirement through the RFQ form to request a quote with MTC.
Jindal Stainless Limited (JSL) is the stainless flat-products producer behind this page, with mills running at Hisar and Jajpur. When we supply an MTC, it's issued for Jindal Stainless material only. That excludes Jindal SAW, Jindal Steel & Power (JSPL), JSW Steel, and SAIL Salem Steel. These are separate companies, and they fall outside what we cover here.

New to reading certificates? Our field-by-field guide: how to read a mill test certificate.
What is a mill test certificate (MTC)?
The mill test certificate (MTC) meaning is straightforward: a mill issues it to certify that a given heat or lot of stainless steel meets its stated grade, chemistry and mechanical properties. Written out, the full form is simply "mill test certificate", nothing more complicated than that. Buyers new to the paperwork often want to know what a mill certificate for SS 304 proves, or one for 316, or 202. The answer doesn't change across grades: it ties the delivered material back to a traceable heat, backed by certified values.
Several stainless steel with mill test certificate or stainless steel with TC name the same paper. A mill test report, shortened to MTR, a material test certificate, an inspection certificate, and the trade shorthand TC all point to that one mill-certified document. Ask for one and you're really asking for the same thing: the metal itself, plus proof of where it came from and how it was made.
What does a mill test certificate contain?
Mill test certificates carry nine core fields, which is really what buyers are asking when they wonder what does a mill test certificate contain. On any genuine certificate, the chemistry and mechanical figures are certified against the applicable standard, ASTM A240, or IS 6911 for sheet, strip and plate. The example values below fall within that standard band; they aren't drawn from a specific heat.
| Field | What it means | Example / where to look |
|---|---|---|
| Heat / cast number | The unique melt identifier that ties the certificate to the physical material | Top of the MTC; also stencilled or edge-marked on the sheet / coil |
| Grade & standard | The steel grade and the specification it is certified to | e.g. SS 304 to ASTM A240 / IS 6911 |
| Chemical composition (%) | Measured C, Cr, Ni, Mo, Mn, Si, P, S and more for that heat | Indicative, per ASTM A240, e.g. 304: ~18% Cr, ~8% Ni |
| Mechanical properties | Tensile strength, yield strength, elongation and hardness | Indicative, per standard, e.g. 304 tensile ≥ 515 MPa |
| Dimensions / finish | Thickness, width, length and surface finish supplied | e.g. 2.0 mm, 1250×2500 mm (4×8), 2B finish |
| Quantity / weight | Number of sheets / coils and net weight in kg or MT | Body of the certificate |
| Mill / producer | The producing mill named on the document | Jindal Stainless, for the material we supply |
| Inspector sign-off | The mill's authorised inspector who validates the results | Signature / stamp block |
| Date & certificate number | Issue date and the certificate's own reference number | Header / footer of the MTC |
Certificate types explained: EN 10204 2.1 / 2.2 / 3.1 / 3.2, and MTC vs COC
Inspection documents get graded under EN 10204, which sets out four types. When a buyer asks for an EN 10204 3.1 certificate, what they want is actual test results, validated by the mill's own inspector. It's the common choice for stainless flat products. The difference between type 3.1 and 3.2 comes down to who signs off: 3.1 gets the mill's authorised inspector, while 3.2 brings in an independent third party as well. The lighter documents, a 2.1 declaration and a 2.2 test report, offer less assurance. The table below lays out each type. Its final row sets MTC against COC, so the certificate of conformance difference is plain to see.
| EN 10204 type | Name | Who certifies | Typical use |
|---|---|---|---|
| 2.1 | Declaration of compliance | The producer, with no test data | Low-risk items; states conformance only |
| 2.2 | Test report | The producer, using non-specific (not heat-specific) tests | General assurance without traceable heat data |
| 3.1 | Inspection certificate | The mill's authorised inspector, with actual results for the delivered heat | Common for our stainless flat products |
| 3.2 | Inspection certificate (TPI) | An independent third party plus the mill | Where the contract mandates third-party inspection |
| COC (certificate of conformance) | Certificate of conformance | The supplier | States the material meets a spec, but reports no measured chemistry / mechanicals |
A COC confirms that material meets a spec. An MTC does more: it lists the actual measured chemistry and mechanicals recorded for that heat. That difference is exactly why you can't swap one for the other.
How to read a heat (cast) number
The heat number, also called the cast number, links the MTC to the physical steel. It shows up in two spots: printed on the MTC itself, and stencilled, ink-jetted, or edge-marked on the sheet or coil. Matching one to the other is the whole point of a heat number certificate. Read the number off the metal, find the same number on the document, and you've confirmed the certificate belongs to that material. If the two don't match, the paperwork proves nothing about the steel sitting in front of you. That's exactly where verification starts.
How to verify a mill test certificate is genuine
Knowing how to verify a mill test certificate is genuine protects you from re-rolled bazaar stock passed off as mill material. The checks work the same whether you're confirming a Jindal mill TC, a Jindal test certificate or a Jindal TC from any source. Buyers also ask how to check Jindal SS is genuine, and how to be sure they're getting original Jindal SS. The answer is documentation plus markings, backed where needed by a test.
| Step | What to check | What it confirms |
|---|---|---|
| 1. Heat match | Heat / cast number on the MTC vs the marking on the sheet / coil | The certificate belongs to this material |
| 2. Order match | Grade, standard, dimensions and finish against your purchase order | You received what you ordered |
| 3. Values vs standard | Chemistry and mechanicals read against ASTM A240 / IS 6911 bands | The heat is within specification |
| 4. Independent test | A PMI (positive material identification stainless) check or lab test | Final, physical confirmation of grade |
| 5. Authorised source | Buy through an MoU / authorized channel, not unknown re-rolled stock | Provenance you can trace to the mill |
For hands-on checks on the metal (magnet, spark and field tests), see our guide on how to field-test whether SS 304 is genuine. The strongest safeguard, though, is buying from an authorised channel, since that's what keeps the MTC and the metal in agreement.
Can I see a sample MTC: format and example?
Buyers often ask for a mill test certificate sample, a look at the MTC format, or a worked example before placing an order. We won't publish a single heat's document that won't match your material anyway. Instead, we share a redacted sample MTC against your indent, so you can see the exact layout and fields for the grade you're buying. Request a sample copy via the RFQ form, and we'll send the format along with your quote.
The standards behind the numbers
Jindal Stainless certifies every value on an MTC against published standards. For sheet, strip and plate, chemistry and mechanical properties get checked against ASTM A240 and IS 6911; the scope and grade lists for each sit on their own pages. Want the full picture behind those certificates? See what material conforms to ASTM A240, and check what conforms to IS 6911.

Frequently asked questions
What is a mill test certificate in steel?
A mill test certificate (MTC) is a document a mill issues to certify a given heat or lot's chemical makeup, mechanical properties and conformance to the relevant standard. It links the steel that gets delivered back to a traceable heat number.
Is MTC the same as MTR or a test certificate?
Yes, mill test certificate, mill test report (MTR) and material test certificate all point to the same document. "TC" is just the trade shorthand people use for it. The wording differs; what the paper certifies doesn't.
What is EN 10204 3.1?
An EN 10204 type 3.1 certificate is an inspection certificate signed off by the mill's authorised inspector, and it carries the actual test results for the material delivered. It's the standard certificate type for stainless flat products.
What is a heat number and where is it on the MTC?
The heat (or cast) number is the unique melt identifier. It appears on the MTC and gets stencilled or edge-marked on the sheet or coil itself, so the two can be matched up.
Do your stainless steel sheets and plates come with a test certificate?
Yes. Same answer either way, whether you're asking does ss 304 come with test certificate or does ss 316 come with test certificate: we supply genuine Jindal-melted material with a mill test certificate, and we can share a sample copy against your indent.
How do I verify a Jindal mill test certificate is genuine?
Match the heat number on the MTC against the marking stamped on the actual material, then check grade, standard and dimensions against what you ordered. For extra assurance, run a PMI or lab test. Buying through an authorized MoU channel heads off the problem of re-rolled stock before it ever reaches you.
Can I get an MTC for a small quantity?
A mill test certificate follows the heat, so we can provide one against material we supply no matter how modest the order size. The practical minimum does depend on the cut and grade, though. Send your requirement through the RFQ form and we'll confirm what applies to your order.
What's the difference between an MTC and a certificate of conformance (COC)?
A certificate of conformance says the material meets spec, full stop. An MTC goes further: it reports the actual measured chemistry and mechanicals for that specific heat. That extra data is why an MTC carries more evidentiary weight than a COC.
What about the rate, is there an ss sheet test certificate price?
There's no separate line item that turns an ss sheet test certificate price into a charge; the MTC comes with genuine mill material. As for the rate with tc, we haven't printed a figure here, since stainless rates shift daily. Check the dated indicative tables on the price list and confirm today's rate on the RFQ form.
Test certificate ke saath ss sheet milegi?
Haan, test certificate ke saath ss sheet is exactly what we supply: genuine Jindal-melted sheet, mill test certificate included. Send us the grade, size and quantity through the RFQ form and we'll get you a quote.
Do you provide a GST invoice along with the MTC?
Yes, a GST invoice is standard trade practice and comes with the dispatch. So jindal ss sheet with bill and tc, the GST invoice along with the mill test certificate, is how we normally supply it.
Can you arrange third-party inspection (EN 10204 3.2 / TPI)?
A third party inspection, an EN 10204 3.2 or TPI certificate stainless steel buyers sometimes ask for, can be arranged against your written specification or indent. Put the requirement on your RFQ so it gets quoted from the start.
Which standards do your MTCs reference?
Jindal Stainless produces stainless sheet, strip and plate to ASTM A240 and IS 6911. The certificate's grade chemistry and mechanicals get checked against those published standards.
Which grades can you supply with an MTC?
Jindal's core verified grades cover 304, 304L, 316, 316L, 316Ti, 321, 310S, 201, 202, 204Cu, the J4 / J-series, 409, 409M, 410, 420, 430, 439, 441, 436 and duplex 2205. Anything on the verify list beyond these can be supplied against indent or on request.
