E-Way Bill Rules for Steel Transport: A Stainless Sheet Buyer's Checklist (2026)

An e-way bill for steel is needed when a consignment worth more than Rs 50,000 moves inter-state; intra-state limits are set by each state. It is generated on the GST portal ewaybillgst.gov.in in two parts, Part A (invoice and goods details) and Part B (vehicle details), by the consignor, consignee or transporter, and for normal cargo it is valid 1 day for every 200 km or part of it.

These are the e way bill rules for steel transport under Rule 138 of the CGST Rules, 2017, laid out here for the buyer who's about to receive the truck: the value limit, what goes in Part A and Part B, how validity works, job work, and a 7-point checklist for when the vehicle arrives. The rules don't care what the product is. So the same e way bill for iron and steel covers sheet, coil or scrap alike. What drives the eway bill for steel is the value of the consignment, not the type of metal being moved.

Rules reviewed October 2026. GST rules change, so confirm with the e-way bill portal (ewaybillgst.gov.in) or your CA before relying on this. Not legal or tax advice.

Does a stainless steel sheet consignment need an e-way bill?

Yes, if the value crosses the applicable threshold. The e way bill for stainless steel works exactly like any e-way bill steel movement: what triggers it is the value of goods on the invoice, not the product or grade. The e way bill for ss sheet (the ss sheet e way bill your supplier raises against a chadar order), the e way bill for ss coil, the e way bill for ss plate, the e way bill for ss patta and the e way bill for ss circle all follow one set of rules. A full-truck e way bill for steel sheets transport from Delhi to Pune and a single bundle of SS patta-patti strips sent to a nearby town get judged on the same basis: value, route (inter-state or intra-state) and purpose (sale or job work).

Put simply, every e way bill for stainless steel sheet, plate, coil or circle consignment traces back to the GST invoice value.

E-way bill limit: the Rs 50,000 rule

The e way bill limit for steel, the e way bill amount limit most buyers ask about, traces back to Rule 138 of the CGST Rules, 2017.

Inter-state movement: Rs 50,000 threshold

An e-way bill kicks in once the consignment value tops Rs 50,000 and the goods cross a state border, say from Delhi into Haryana, Punjab or Rajasthan.

Intra-state movement: limits are state-notified

The e way bill limit intra state steel buyers must follow is notified separately by each state, and it can differ from the inter-state figure. We deliberately skip listing state numbers here: an e way bill limit delhi / up / haryana search often turns up stale tables. Check the current notification on ewaybillgst.gov.in, or ask your CA, before moving material within your state.

Is e-way bill required for steel below 50000?

Is e way bill required for steel below 50000? For inter-state movement below Rs 50,000, generally not. There's one important exception, though: goods sent to a job worker across state lines need an e-way bill no matter the value. For intra-state movement, it comes down to your state's own notification.

Part A and Part B: what's on an e-way bill?

The e way bill part a part b split is simple once you see the logic: Part A covers the goods and the invoice, Part B covers the vehicle. For anyone asking what is part a and part b, the table below lists each field alongside what a steel buyer should check against it. Part A needs the HSN code too, see our page on the HSN code for SS sheet on the e-way bill, since the HSN code in e way bill for ss sheet must match the code on the invoice.

If the problem is e way bill part b not updated after a transhipment, or the vehicle changed mid-route, you need to update Part B for the new vehicle before it moves on.

Who generates the e-way bill: supplier, buyer or transporter?

Who generates e way bill buyer or seller? It can be any of three parties: the consignor (supplier), the consignee (buyer) or the transporter. Can buyer generate e way bill? Yes, a consignee e way bill is valid. When the transporter generates the bill or updates Part B, though, a transporter id e way bill entry (the transporter's TRANSIN) becomes necessary. As for the trade question "ss trader ka e way bill kaun banayega," the answer usually comes down to the supplier raising it, since the supplier is the one holding the invoice data.

How to generate e way bill for steel, in short: log in to the e way bill portal (ewaybillgst.gov.in login with your GST credentials), fill Part A from the invoice, add the vehicle under Part B, then print or share the EWB number with the driver. For the finer details, check the portal's own user guide.

E-way bill validity: 1 day per 200 km

For normal cargo, the e way bill validity per km rule allows 1 day for every 200 km or part thereof, that's the e way bill validity 200 km rule in a nutshell. Ask "steel gaadi ka e way bill kitne din valid?" and distance alone gives you the answer. The table below applies that rule; the road distances from Delhi shown as examples are approximate.

Route distances are given for illustration only. For the exact expiry time and the extension window, check ewaybillgst.gov.in. Figure the e way bill validity delhi to mumbai (~1,400 km) at roughly 7 days.

Over-dimensional cargo (long plates, heavy coils)

The e way bill validity for over dimensional cargo gets calculated over a much shorter distance per day than normal cargo gets. If your plates or coils need an ODC vehicle, check the validity on the portal once the bill's generated.

Extension when the truck is delayed

You can extend validity before or around expiry right on the portal. An e way bill extension fixes a breakdown situation; a validity expired steel truck still on the road is exposed to detention. Extend in time.

Short-distance Part B relaxation

There's some leeway on filling in Part B when you're moving within a state over a short distance, to or from a transporter's place of business. Still, check the current conditions on the portal before you count on it.

What if the truck has no valid e-way bill?

On the e way bill penalty for steel truck question: Section 129 of the CGST Act lets authorities detain the goods and the vehicle, and levy a penalty, whenever goods move without a valid e-way bill. That's the general e way bill penalty position. The actual amount depends on the specifics of the case. For a fabricator, a truck detained without e way bill steel means a stalled job, so get the paperwork sorted before the truck leaves. "Bina e way bill steel truck pakda gaya" isn't really a checkpost problem. It's a mistake made back at the order stage, and that's where you need to catch it.

Job work: sending SS sheet for cutting, perforation or PVD

The e way bill for job work steel rule is the exception to the value threshold: goods sent to a job worker inter-state need an e-way bill irrespective of value. That covers any job work e way bill for steel sent for cutting / perforation / pvd coating, for example sheets going out for perforation job work or PVD colour finishing. Both the outbound and the return movement need proper documents.

Documents that travel with an SS sheet truck

The documents required for steel transport, the documents with steel truck that a checkpost or your store-keeper will ask for, are these:

  • GST invoice ("pakka bill"), the base document; pakka bill aur e way bill must carry the same invoice number and value.
  • E-way bill, the EWB number or printout, where required.
  • Transporter's LR / bilty / GR, hang onto the bilty / LR / GR copy for every steel delivery; the bilty with e way bill is what actually proves the consignment got booked.
  • Mill test certificate, the gst invoice e way bill mtc set together are what tie compliance back to real material; see what an MTC shows.

Buyer's arrival checklist

What to check when steel delivery arrives: seven checks before anyone starts unloading.

FAQ

Is an e-way bill required for steel transport?

Yes, if the consignment value tops Rs 50,000 for inter-state movement. Each state notifies its own intra-state limits, so check the portal or ask your CA.

Is an e-way bill required for steel below Rs 50,000 (50000 se kam steel maal pe e way bill chahiye kya)?

For movement between states worth less than Rs 50,000, the answer is usually no. Goods sent inter-state to a job worker are the exception here; those need one no matter what the value is. Whether you need one within a single state comes down to that state's own notification.

What is e-way bill validity per km?

Figure on 1 day for every 200 km, or part thereof, for normal cargo. Delhi to Mumbai, roughly 1,400 km, works out to about 7 days. Over-dimensional cargo is different: the distance allowed per day drops sharply.

Who generates the e-way bill, seller, buyer or transporter?

The consignor, the consignee or the transporter can generate it, any of the three. If the transporter is the one generating or updating Part B, though, a transporter ID is required.

What are Part A and Part B of an e-way bill?

Part A covers the invoice and goods details: GSTINs, place of delivery, document number and date, HSN code and value. Part B covers the vehicle and transport details.

What happens if a steel truck has no valid e-way bill?

Authorities can detain both the goods and the vehicle, and a penalty may be levied under Section 129 of the CGST Act.

Do I need an e-way bill to send SS sheet for cutting, perforation or PVD job work?

Moving a job worker's goods across state lines requires an e-way bill, no matter what the value is. Within a state, though, it comes down to whatever that particular state has notified.

Can an e-way bill be extended if the truck is delayed?

Yes, validity can be extended before or around expiry on ewaybillgst.gov.in.

What documents should come with a stainless steel delivery?

You'll need the GST invoice, the e-way bill where it's required, the transporter's LR or bilty, and the mill test certificate.

Does Relinox send an e-way bill and MTC with every dispatch?

Every Relinox shipment out of the Delhi Ajmeri Gate stock point travels with a GST invoice, an e-way bill where one's required, and the mill test certificate. Ask for the MTC when you request your quote.

How long does delivery from Delhi take?

Road transit usually runs same-day within NCR. The northern belt takes 1–2 days, west and central India run 2–4 days, and the south, east and northeast take 3–5 days. We confirm the dispatch date on your quote.

Where can I find the HSN code for SS sheet on the e-way bill?

Part A needs the HSN code, and it has to match the GST invoice. You'll find the codes and GST rate for stainless flat products on our stainless steel HSN codes and GST rate page (/resources/ss-hsn-codes-gst/).
